CAD Standard

Various Engineering firms have their own standards for creating drawings. These standards are inconsistent between the firms. A lot of time is spent in modifying the drawings, due to the inconsistencies and it makes very difficult to transfer the drawings from “Native digitizing Software” to that of “Final deliverable format”

 

This page is developed to provide Computer Aided Drafting (CAD) standards and guidelines for use by Developers who are involved in digitizing of Water and Sanitary Sewer features with reference to hard copy As-Built drawings in Hamilton Township Municipal Utilities Authority.

 

As of January 1, 2006, all as-built plans submitted to the Hamilton Township Municipal ?Utilities Authority must be provided in electronic computer aided design (CAD) format. The following standards must be followed for all plans. Construction will not be approved until these standards are met.

Drafting Software:

AutoDesk MAP 2000 and higher version software (which supports object data required for HTMUA project), should be used for drafting/Attributing the Water and Sewer features. All drawings used by, or provided to, the workgroup/vendor shall be dwg format.

Drawing File Naming Convention, Setup and Structure:

 

· The Drawing name should be same as the Source name.

· All drafting shall be done at 1:1 (1 AutoCad unit = 1 foot), in engineering units, in the AutoCAD model space environment

· It is important to create the drawings using a standard schema that will allow smoother transition to ArcGIS. Drawings must be created in NAD_1983_StatePlane_New_Jersey_FIPS_2900_Feet coordinate system. The best way to start a drawing is to import existing parcel data maintained by HTMUA.

NOTE:

· It is not mandatory all Layers listed above should exist in a drawing. Layers/Tables should be created /populated only when a feature occurs in a particular drawing.

· The Drawing can contain other layers for plan, profile, streets, text, information pertinent to engineering etc.

Easy method to create all Layers as listed in “Table 1”:

· Open a new drawing.

· Import existing parcels data maintained by HTMUA and trim the unwanted portion.

· By performing the above task, one can be confirmed the features which are to be captured will be in NAD_1983_Stateplane_New_Jersey_FIPS_2900_Feet coordinate system only.

· Insert the Template_Layers.dwg by using “DDINSERT” command.

· You can now see that all Layers are defined and the Tables are also created with the respective fields as published in the UML

Polygons

 

· All Polygon type features must be completely closed.

· All edges on polygon features must be snapped together at the vertices. Gaps in polygon boundaries will not be accepted

Layerization:

 

· The format of the Layer Style consists of a single letter prefix to identify the entity discipline, followed by a descriptive layer name. The below “Table 1” list the prefixes to be used and associated disciplines. The discipline shall be based on the entity type.

· All required layers listed in HTMUA CAD layers must contain only the features that are described for that layer. For example, the SFitting layer must only contain the Sewer fitting points and not such Control valve, Clean out, manhole or water fittings.

· All layers must be clearly differentiated from each other.

· All layers must conform to the proper geometry type (PolyLine, MPolygon, Point/Block) as indicated in UML and in below “Table 1”

· All annotations should be generated in their related annotation layers only.

· Refer Template_Layers.dwg for layerization and object data created for the same.

· Refer Template_Blocks.dwg for Block representation of the point features.

Deliverable Format

 

· All files will be delivered on single disk media in AutoCAD format. CDs and DVDs disks are acceptable media.

· All deliverables will be labeled with the file name, company name, contact name, and phone number. A transmission letter restating this information along with a statement requesting as-built review will also accompany the disk.

RELEASE OF PERFORMANCE BOND OR LETTER OF CREDIT

ACCEPTANCE OF IMPROVEMENTS BY THE AUTHORITY

 

After the construction of all of the proposed improvements have been completed for the project or project phase, and prior to the release of any performance bonds, the applicant shall:

 

Certify that the construction has been completed in accordance with the approved plans and specifications.

 

Provide a certified copy of the itemized costs for the construction of the improvements (for insurance and fixed asset information).

 

Convey title by metes and bounds description all lands, easements and improvements not already transferred, including Affidavits of Title for land, easements and equipment, and a recitation thereon that everything conveyed to the Authority has been paid for in full.  Corporate resolution authorizing said transfers if applicable.

 

Copy of filed subdivision map showing all easements.

 

Bill of Sale for all equipment and materials, including any manufacturers’ warranties or other warranties as required.

 

Releases from the following:  Material/Equipment Suppliers, Contractors, Subcontractors, Laborers, Lending Institutions, etc.

 

Submission of Asset Management Information (“Record Documents”):  The applicant shall submit “draft” record information via one (1) digital copy (confirm latest AutoCad revision with Authority Engineer) and one (1) paper copy.  The information shall be prepared by the applicant’s engineer and submitted to the Authority Engineer for review.  The plans shall incorporate the HTMUA’s latest CAD standards and include all of the required items listed below as well as block and lot designations, street names and north arrow.  All coordinates shall be per the NJ State Plain Coordinate system and elevations shall be based on 1983 Datum.

 

Sanitary Sewer System

· Provide plan and profile drawings, including rim and pipe inverts for each manhole.

· Provide material information and length of pipe between each manhole with as-built slopes.

· Provide location information for laterals and cleanouts with distance to downstream manhole.

· Provide date(s) of installation.

· Provide a digital video (DVD or portable hard drive) of the sewer system in the WinCam format {for improvements involving

· commercial, industrial or residential projects with more than five (5) sewer laterals}.

 

Water Distribution System

· Provide plan and profile information locating tees, valves, reducers, bends, etc.

· Provide location information (including relative distances or stationing) for all water laterals, including curb stops and water meters.

· Provide type and location of fire hydrants and hydrant valves (including relative distances or stationing).

· Provide pipe material and classification information.  Pipe classifications shall be noted on the plans (e.g., Class 52 CLDIP).
